    The Vienna Convention on Consular Relations (VCCR)
    The VCCR is a multilateral treaty which regulates the rights, privileges and duties of consulates and consular staff worldwide. Article 36 of the VCCR recognizes the rights of consuls to communicate with and assist their detained nationals.

Mental Retardation

    Both The ARC of the United States and the American Association on Mental Retardation (AAMR) are dedicated to the advancement of rights for those with mental retardation. Both groups have taken a stance against the execution of those offenders with mental retardation.
