Observations and Proposed Inititatives
This document has been prepared based upon the presentations of panelists and corresponding discussions during the Working Session. The document summarizes the main observations provided during the Working Session concerning the challenges in implementing international human rights and freedoms at the domestic level, as well as proposed initiatives that might assist in meeting those challenges. This includes a summary of general principles governing the domestic implementation of international human rights law, followed by more specific observations and proposed initiatives concerning the three main implementation mechanisms discussed during the Working Session, namely legislative, judicial and intergovernmental mechanisms as well as methods related to these categories.
